In  the  second Chechen war, Russians authorities kept  the mentality of wining the war despite of  the  economic damage that it may  cause. The  death of at  least 30.000 Chechen's and  5.000 soldiers in  this war caused a tremendous economic damage that  resulted in a Russian national economic crises in  1998. The huge debts proved that the way the  government was conducting the  war was ineffective.
Another factor that shows ineffectiveness  was that Chechen's,even  if  in a  small number of  fitters were determined not  to give  up their  dreams of  separation.
The Russian government at  one  point was  also  trying to control the media that  reported  the  conflict . Censorship of  the reports on  military actions start to  increase sharply. They  limited the  numbers  of journalists (national and international)  allowed  to report about the  war and  any news were scrutinized before  it can  be  released  to the  public. The  intention of  the  Russian government in  imposing censorship was to  show the public  that  they  were  not  using  much force  and  violence against  Chechen's...they  were  trying  to  resolve  the  issues  with  dialogue and peace...but  the   truth  was  cover  up...
